'No excuses. Embrace partnership now. Step towards change!'  (Department of Health) is the final report from the Third Sector Commissioning Task Force set up by the DH in 2005 to address the barriers to the third sector taking on a greater role in mainstream provision of health and social care services.
 
The report identifies a number of areas where urgent reform is needed if this vision is to be realised, including involvement of service users at all stages of the commissioning process, building understanding of the third sector among commissioners and support for new providers entering the market.

The main outputs from the task force are a guide on how to commission with the third sector, a framework for good regulation and a proposed model contract for service provision.

The DH is considering these proposals and is inviting feedback from across the public and third sectors, particularly on whether the barriers identified by the taskforce are the right ones and whether the recommendations would support the development of relationships locally.  Comments should be sent to [email protected] by the end of October 2006.
